Why Maori shouldn't trust the GCSB

Earlier this year, NZ Journalist David Fisher uncovered via papers released to him under the Official Information Act that the GCSB and SIS had a problem with a culture of racist humour and that Maori and Pacific staff were made to feel harassed by the racist culture.
This is an organisation that is in the process of gaining vast new powers to spy on New Zealanders, so how can Pacific and Maori NZers feel safe knowing that such a racist culture is allowed to exist within a powerful Government Agency that has an appalling record of breaching their civil rights?
The 2014-2015 budget for the GCSB was $86, 843, 000. Their budget for 2015-2016 is $143, 568, 000.
That is a huge budget for an organisation that haas admitted to having racist attitudes.
We've also seen the agency use divisive race tactics to avoid scrutiny. In December of last year the Intelligence Services were before Parliamentary Committee to answer questions primarily about why the GCSB had been allowed to spy on trading partners to help Tim Groser get the WTO job. Instead of answering any of those questions, John Key led the GCSB into a question line about 'Jihadi Brides' who were apparently such a threat to our way of life that we suddenly needed all these new mass surveillance powers.
The GCSB were more than happy to demonise Muslims if it meant side stepping accountability and I can't imagine they would treat Maori or Pacific peoples any differently.
