Te Whanau a Apanui splits on settlement eve

Te Whanau a Apanui has become the latest iwi whose treaty settlement could become derailed by resurgent hapu.

The Waitangi Tribunal’s finding in the Ngapuhi mandate, claim that the crown wasn’t giving sufficient weight to hapu interests, has inspired other hapu round the motu to go it alone.

Te Whanau a Apanui hapu negotiator Willie te Aho says the East Coast iwi was looking to sign its agreement in principle in December but that has been put back because his own Raukokore people and another Te Kaha-based hapu have withdrawn their mandate.

"It isn’t serving our purposes and we wish the other 10 hapu well, ourselves and Te Whanau a Te Ehutu and if it means it takes us another 20 years to get to settlement, that's fine with our two hapu. We just don't want to be in a situation where people are making decisions on our behalf in relations to our mana motuhake," he says.

Mr Te Aho says there are examples in Tauranga Moana and Turanga where individual hapu are included in larger iwi settlements with their own post-settlement governance entities.
